The design of the future process. Here it is not an optimized AS-IS but the mechanism built to maximize the fulfilment of a verifiable objective, together with its data, rules, risks, evidence and indicators.

That it is not the AS-IS optimised is the most consequential methodological decision in the approach. Optimising what exists preserves its assumptions, including the ones that no longer hold and are causing the problem.
