Strong satisfaction

The level of fulfilment in which every normal trajectory reaches an expected outcome while meeting criteria and thresholds, and every exceptional trajectory ends in a governed exception with evidence. It is the only condition that permits approving a TO-BE.

It is the only grade that approves a design. Requiring it across every normal trajectory, rather than on the happy path, is what prevents approving processes that work only while nothing departs from plan.
