The process charter that must be completed before drawing the BPMN, covering identity, objective, classification, accountability, relationships to the value chain and service, and inputs and outputs. It formalizes that the diagram is the consequence of a prior methodological decision.
That it is completed before drawing the BPMN inverts the usual order, deliberately. Drawing first locks in decisions never consciously made, because the diagram inherits them from the current process.
