Business rule

A constraint, calculation, validation, derivation or policy governing activities and decisions. It must be explicit, readable and governable: if it lives in a user's informal judgement, it is not a rule but a habit.

That it be explicit and live outside the code is what allows changing it when the regulation changes. A rule buried in custom development forces a project cycle every time the supervisor issues a new circular.
