Process enablers and enterprise capabilities

The distinction between what makes a process mature (design, performers, owner, infrastructure and metrics) and what makes an enterprise mature (leadership, culture, expertise and governance).

The distinction between what makes a process mature (design, performers, owner, infrastructure and metrics) and what makes an enterprise mature (leadership, culture, expertise and governance). No process can sustain a maturity higher than its enterprise supports.

The distinction explains why an excellent process can fail in an immature organization: design, ownership and metrics belong to the process, but culture, governance and architecture belong to the enterprise, and no single project fixes those.
